Commissioner of the Human Rights Commission and former Appeals Courts Judge Dharmasiri Jayawickrema says the number of persons surrendering to the Human Rights Commission in the Jaffna Peninsula is on the increase.
This is mainly due to  fear of the LTTE.  He further says nearly 300 persons have given themselves up to the Jaffna office of the Commission in recent past.
The Commissioner adds they will either be detained at a special centre managed by the Commission or provided opportunities to return to their homes.
